Thumb Division OsterøyThe Norwegian government decided to close the old Ulvsnesøy school on December 2. 1980. The following year on May 19. They decided to start a prison division on the island. At first it was only a project, the government wanted to try something new. After 3 years it became permanent.

Bergen Prison, division Osterøy is an open institution,with minimum security. A prison without-bars. The division is a contract section of Bergen Central Prison. Serving on contract is a "Mutual Agreement Programming" (MAP), and an alternative way of serving a sentence . The inmates agree with the prison management to stay away from drugs while they are serving their sentence.

Division Osterøy and the aim of contract serving (MAP) is to keep the inmates drug-free while they are serving their sentence. Division Osterøy give the inmate a possibility to serve in an environment free from narcotics. Our aim is to increase the inmates ability to manage a life without drugs and crime after they have been released. We want to give the inmates an education and give them a more positive view on life and society.

Where is Bergen Prison, division Osterøy ?

main buildningDivision Osterøy is located in the county of Osterøy, on a small island in the Southfjord. The islands name is Ulvsnesøy. It is between Bruvik and Vaksdal. The nearest city is Bergen, the second largest city in Norway. We have our own ferry, which runs between Ulvsnesøy, Bruvik and Vaksdal. The easiest way to come to Ulvsnesøy is to take the train from Bergen to Vaksdal station. The train takes 25 minutes. With car it takes 45 minutes.

Bergen prison

Bergen prison is a modern, dynamic, interactive prison regarding treatment of prisoners and use of methods. The prison has 232 employees.

The Osterøy division

The division has 28 employees. A principal officer is the leader of the division. A senior officer is second in command. Division Osterøy also has a welfare officer, a leader of spare time activities, work officers and Correction officers. The Correction officers are doing a lot of environmental work. The Correction Officer are working shifts and more than 70% of the working hours are weekends, nights and evenings. The Correction Officers have 2 years specialized education, with pay, at the Prison Service College. The prison Correction Officer is duty bound to serve for one year.

Bergen prison has 227 inmates in every category of security, included are 62 with minimum security.

Bergen prison division Osterøy

AIn Division Osterøy we have 30 male inmates. We do not takes female inmates. Inmates who want to serve their sentence in division Osterøy, have to apply. Application for transfer to division Osterøy is done from the prison, where the inmate has started serving his sentence. Inmates with long sentences are given priority.

The inmates are obligated to work or get an education. On the island there are many old buildings, where the inmates are doing the maintenance. We also have a small farm with sheep, goats, pigs, fowl and one horse. Inmates who are not working are getting an education. Division Osterøy offers primary and lower secondary school education. Some are also taking general subjects. It is Åsane secondary school who is responsible for the education and they have their own unit in the prison.

Program activity

BMany of the inmates also participate in the "Program activity". Division Osterøy offers tree courses, "New Start", which is based on "Cognitive Skills Training Program" after a Canadian model. The program includes 36 sessions, each 2 hours. The purpose is to teach every single participant to show a more conscious attitude regarding his own future, through focus on what shapes life, namely the decisions we make. This is not therapy, but a learning situation.

We also have a "Drug program" and a "Master your anger" program.

These courses are the Correction officers responsibility.
